Off, the company works as it does today.
The switch starts off. Leaving it off does not hide a job. Turning it on limits people who are not the owner and not an admin.

Who is limited
Owner and admin.
They still see every job.
Everyone else on the company.
They see a job where they are on the job team, or where they are the assignee. The role on that job is manager, member or viewer. A viewer can read and cannot update the job. A manager can change who is on the job team.
Lists that are not a job.
Company invoices, the crew board and company reports stay on the company role. Subs and clients do not get a user account here. They stay on the link that does not ask for a password.
Where you set it
The People tab of the job, for an owner or an admin, and only when the feature is on. Turning the company switch back off returns the old visibility.
Questions
If I never touch the switch, what changes?
Nothing. Every person who can see jobs today still sees them.
Does a sub need a seat for this?
No. The sub keeps the link with no password. This switch is for people who sign in to the company.
