The field record sits next to the RFI, not in a fourth app.
Observations, permits and transmittals share one segment on the Docs tab. Three separate tabs do not fit on a phone next to RFIs, submittals, drawings and meetings.

What you record
Observation.
Quality, safety or environment. The photo is an upload. The place can be a line of text and, when the job has a drawing, a pin. The assignee is a crew or a sub from the directory, not both. Ready and closed need a due date and an assignee.
Permit.
Type, the agency number, the agency, the expiration and a status. Inspections under it keep a date, a result and a note. The owner is reminded once per expiration date. The default is 14 days, and the window is 1 to 90. No owner email means no reminder is marked sent.
Transmittal.
A draft with a subject, a message, recipients and files already on the job. Sending it emails once. A second send does not go out again, and editing after send is refused. The public link counts an open. An email scanner can open that link and count.
Where one starts
A failed inspection opens one observation for that form. It has no photo and no assignee until someone fills them in. With a job open, Capture also offers a line that starts an observation.
Questions
Does a failed inspection open two observations?
No. One form opens one observation. A second submit of the same form does not write another.
Does the transmittal link prove a person read it?
It proves the link was opened. A scanner in the mail path can do that before anyone on the job does.
